The GHG quota system presents a lucrative opportunity for electric vehicle (EV) owners and operators of public charging stations by allowing them to sell certificates representing the greenhouse gas emissions they save. These certificates act as a virtual currency, playing a pivotal role in the reduction of CO2 emissions and fulfilling mandatory reduction quotas often required of oil companies. 

Key Role of Public Charging Stations

Public charging stations are integral to this system. They provide the necessary infrastructure that not only supports the use of electric vehicles but also directly contributes to lowering emissions in the transport sector. Understanding "Public" Charging Points

What exactly defines a public charging point? Its legal foundation stems from the Charging Point Ordinance (LSV) and the 38th Federal Emission Control Ordinance (BImSchV). 

To qualify your charging points as public, they must adhere to the following criteria as per the LSV:

  • Notification Requirement:

    Public charging points must be registered with the Federal Network Agency. They are deemed publicly accessible if usable by either an undefined or broadly defined group of individuals. The online registration form is available here

  • Standardized Plugs:

    Charging points must accommodate standardized plug systems.

    This regulation ensures compatibility across different EV models, enhancing safety and user-friendliness. 

  • Payment and Authentication Standards:

    From July 2023, charging must be possible via free, cash, or cashless (contactless) methods. 

  • Standardized Data Interface:

    Authorization and billing data 
should be transmitted through 
a standardized interface. 

  • Public Keys:

    Important for calibration law compliance, enabling validation 
of remotely read standard values

Additionally, charging devices must be registered with the appropriate grid operator in line with § 19 of the Low Voltage Connection Ordinance (NAV).
